(54bd) Challenges and Mitigation Measures of Safety Relief Revalidation

Relief system documentation is part of Occupational Safety and Health Administration (OSHA) Process Safety Management (PSM) 1910.119 (d) element Process Safety Information (PSI). Safety Relief Revalidation (SRR) is a complex process of updating the design of existing relief devices for code compliance. The SRR process involves variety of tasks such as review of unit process simulation, process chemistry, safe operating limits, process safety information (PSI), process hazard analysis (PHA), management of change (MOC), overpressure scenario identification, relief load calculation for all overpressure scenarios, evaluating pressure relief device capacities, and to identify the concerns. Safety relief design is a very specialized field and there are quite a few challenges associated with SRR tasks. This paper describes the SRR challenges and good industry practices to mitigate the challenges.
