Climatic disturbances interact with preexisting vulnerability factors in each country, related to exposure by geographic location, sensitivity to agriculture dependence and ecosystem services, and adaptive capacity defined by institutional, social and economic aspects, etc. Security is a dynamic and emerging property of our systems and is continually being recreated. Safety in the emergency depends on flexible, adaptable, empowered, and proactive individuals who actively anticipate emerging situational needs to perform the job.

Effective management of routine and assets occurs when tasks are performed effectively. Standardization results in procedures that represent best practices. Task analysis is an important element for energy savings by reducing rework and reprocessing and reducing accidents by increasing awareness for critical decisions. The reflection of this planning is the increase of the productivity and the reduction of the fixed and variable costs that increase the competitiveness of the organization. Task planning includes communication requirements that translate into superior management's willingness to perform operations on the shop floor.

One way to demonstrate successful implementation of an efficient security standard is to develop a "culture-fair-JC" environment within the organization. The JC depends on how organizations deal with guilt and punishment. The development and maintenance of an environment of trust requires: clear management actions; definition of desirable standards; balanced and fair decisions from top to bottom. This trust will create credibility in the eyes of employees.

This work will analyze the activities developed in the offshore sector where the operator's cognitive machine is shaken by emotional balance, circadian cycle, harmonization and humanization in the workplace, as well as high physical distance and the possibility of storms. To achieve excellence in the quality of services provided on board, new techniques that include human factors must be identified. The operations begin to be integrated when, through the socio-technical analysis of the activities, one obtains greater human and operational reliability. Leadership needs to be adapted to analyze human factors.

Understanding what is JC and guilt culture (BC) allows us to investigate ways to migrate between cultures with behavior change. It is important to establish metrics and means for this transition, including decision making through routine observation, operator discourse and management strategies. Sociotechnical failure (ST) has a complex format where communication biases can modify the intended pattern.

This preliminary research that analyzes the speech of the operator and the manager, analyzes the task and its operational context historical demand of 3 to 6 months of production during critical period of results. This study allows the initial mapping of regions of organizational efficiency and it becomes possible the structuring of heuristics used for the future projection of this efficiency. The control of offshore activities and the metallurgical industry requires preventive or corrective actions that are triggered by means of compliance indicators. Priority in investment decisions and levels depends on the risk of loss. Thus, key indicators (KPIs) are developed to control task and behavior, authorizing the organization's resilience within the operational culture.
