There is growing interest in advancing knowledge and practice on the use of leading indicators to measure safety management performance in organizations. Meanwhile, with the speed up of the urbanization process, some of the inland refining factories have been surrounded by the cities. In response to the need to improve the effectiveness of safety management in these factories, the aim of the paper is to propose a method to develop leading indicators to assess safety management performance of urban refineries. According to the indicator scores in ISRS, NOSA, API and Basic Norms for Work Safety Standardization(BNWSS), surveys were conducted, safety experts were consulted and invited to express their views, either through interviews or workshops. Based on these surveys above, a leading indicators system was built for assessment of safety management performance. Finally, the practical research showed that the conclusion drawn from the measurement model was credible in that it agreed with those from ISRS assessment, BNWSS audit and safety culture measurement.
