(72c) China's Chemical Process Safety Development and Global Cooperation Vision II

In recent years, China's chemical industry has boomed and become an important pillar industry in China. According to incomplete statistics, there are currently over 700 chemical parks and chemical bases in China and contributions to the country's GDP are rising year by year. Statistics shows the chemical industry's GDP accounted for 17.53% of China's total GDP in 2017. The Chinese government attaches great importance to the safe production in the chemical industry. In recent years, the overall safety level has continued to improve. However, due to the late start and serious incidents often occurrence, the overall level of safety in production is still relatively low. In order to enhance the level of safety production in the chemical industry, State Administration of Work Safety (SAWS) has made great efforts in the research on Process Safety Management (PSM) improved by Center for Chemical Process Safety, which led by the American Institute of Chemical Engineers (AIChE), during research, practice and international communication of dangerous chemicals safety supervision. In particular, it focuses on the analysis and comparison of chemical (hazardous chemicals) safety management in developed countries such as the United States, the European Union, Japan, Australia and world-renowned chemical companies. And their core management philosophy could be discovered as based on Chemical Process Safety Management (PSM).

All of safety management system including HSE / ISO14000 / ISO18000 / DuPont management system / DNV ISRS quantitative assessment system / China occupational safety and health management system can only be regarded as forms, the core is the management elements of chemical process safety. Chemical process safety management in China originated in the 70s and 80s of the last century. Since the 1990s, it has accelerated the absorption of foreign-related management systems and promoted the establishment of safety standardization. Since establishment of CCPS China sector’s in 2007,a series of process safety training in China ware carried out and high-level chemical process safety conferences such as the China Conference of Process Safety (CCPS), which has made a significant contribution to the implementation of chemical process safety concepts and related practice. In The Twelfth Five-Year Plan, the construction of chemical safety hardware equipment is main concern, and the China government is making every effort to promote the cultivation of interdisciplinary talents of safety and chemical engineering. Through the analysis of the status quo of chemical safety in our country, we think that the chemical safety management in China could be improved from following aspects such as strengthening the leadership of safety and improving the quality of safety management personnel.

China has large production scale and broad prospect for safety development of chemical process. Moreover, China government sincerely welcomes all kinds of association, enterprise and technical service provider from all over the world to explore the market in China. And looks forward to working together to promote the safety production concepts in chemical process, introduce government regulatory experience and safety technical services in chemical process and finally to promote a substantial increase in the level of chemical process safety in China.
