Product stewardship: understand risk assessment of new substance

Outcome of a screening hazard evaluation could lead to open widespread use if not major impact has been observed or restricted use in case of some issues has been observed. Indeed taking into account different regulations including REACH (Registration Evaluation Authorization of Chemical), PPP (Plant Protection Product), cosmetic or OSPARcom for instance, some hazard could be accepted or handle in a way of no more risk could remain.

According to business where the substance should be use, product steward should consider CLP/GHS regulation and found the adequation between substance concentration and substance action needed targeted to lead to an acceptable hazardous classification for the business. Indeed, there is difference between developing a new no hazardous substance and a new product (voluntary mixture of substances).

Knowing the screened final hazard evaluation of the substance or the product, either the substance and product can be used as such in any market or some more precaution should be taken into account to develop the commercial product with restriction of use or adapted precautionary used. A theoretical risk assessment evaluation should be done with the different use scenarii intended and acceptable used decided.

When green light is there the next step is to go to fulfill registration required according to the kind of use and generate more testing on toxicology and ecotoxicology taking into account environmental fate having a clear strategy based on tonnage band.
