Protection of health, safety, and the environment (HSE) is essential for successful engineering, procurement, and construction (EPC) projects. Utilization of HSE principles as early as possible in the engineering of an EPC project will minimize the potential cost impact of late application of such principles.
This paper will outline the implementation of HSE in Design during Front End Engineering Design (FEED) to facilitate a seamless transition into Detailed Engineering. Examples of key FEED HSE activities include development of the HSE philosophy and design basis, process hazards analysis that includes an inherently safer process approach, preliminary safety integrity level assessment, conceptual fire protection systems design, and equipment layout and facility siting.
