In most cases, a refinery size is selected by top company management or by government officials and given to engineers to determine its feasibility. This presentation aims to show that challenging a proposed refinery size should be step one in any engineering and cost estimation effort. Significant savings in capital and schedule can be achieved very early in the life of a project. Concept is not limited to refining; it applies to any multi-facility production plant.
