Phantom tissues occupies a important role in phototherapeutic research. Current work have concentrated to deliver stable non-biodegradable speciments providing stability and repeatable optical properties. This research proposed a formulation woth the objective to offer vascularized charateristics.  By introducing biologigal absorption agents and stable metalal based scattering agent over a silicon based , we demosntrated a model offering dynamic optical funcitons mimiking an epidermial organ.  The material and procedures included samples synthesized according to ASTM 68 Standard , the based material is Dimethy-siloxane formulation (LT 334 from )Silicones- Inc) pigment produced from the liquir of a hexane extraction of the seed Bixa Orellana. Oprtical properties of sample irradiated with a 645 nm laser were produce using a  Dynamic Spatial Freequency controller developed in our lab. A 23 joules/sq. cm irradiation showed modulated  reduced scattering properties ranging from 3 mm to 6 mm. The bio phantom tissue demostrate a adequate model with resemblance to color changes due to light exposure.
