Competency is one of the most important underpinnings of process safety and risk management. Only competent people can convert data or information into useable knowledge. Competent people can deduce the important lessons from an incident and convert them into sustainable learnings.

This paper will explore why competency is so important, provide some guidance on how to develop competency requirements, review potential threats to maintaining a competent workforce, and provide some ideas on how to establish a sustainably competent workforce.
