10th Latin American Conference on Process Safety
General Program
Risk Assessment, Consequence Analysis, Fire and Explosions - I
This project comprises the elaboration of qualitative and quantitative risk analysis studies for the external piping net located in the Camaçari Industrial Complex, which is the major Petrochemical Complex in Latin America. The Camaçari Industrial Complex is in operation since 1978, and is an important vector of economic and social development. The pipeways have more than 50 km of pipelines with more than 60 different types of dangerous chemicals.
The qualitative analysis sessions were preceded by a technical field visit, carried out by a RSE consultant, accompanied by the focal point of each company, familiarized with the guidelines of the lines in the pipelines. Aspects related to the integrity of the pipelines have been discussed during the sessions, and the results and compliance with recommendations arising from inspections have been verified with the maintenance team.
As a result of the qualitative analysis, more 2,000 risk scenarios, involving scenarios of fire, explosion and toxic cloud were identified and 184 initiating events were selected to consequences and vulnerability and Quantitative Risk Analysis studies.
The work presents all the criteria for selecting the evaluated risk scenarios, the criteria for the acceptability of qualitative and quantitative risks, demonstrating a great learning from a technical standard that has existed for more than 15 years in a state with thousands of industries and companies.
Undoubtedly, this risk study, due to the complexity of the involvement of more several companies, with more than 100 professionals involved and due to the great learning experience, could be a great reference for risk studies, involving pipelines or risk studies involving lines that transport dangerous products in locations with the presence of community and employees and contractors from dozens of different companies.
Dozens of recommendations were proposed in both qualitative and quantitative risk studies that allow companies to strengthen their risk management in these facilities and meet the legal requirements of licenses for operation of the more than 70 companies that make up the Camaçari Industrial Complex, located in the state of Bahia, Brazil.
