Ulku Oktem

Dr. Atay is the manager of the Bureau of Release Prevention with New Jersey Department of Environmental Protection. She has over 20 years of experience leading air pollution control, accidental release prevention, and oil spill prevention programs. Her experience includes permitting, enforcement, regulation development and technical manual development. She has implemented federally delegated programs such as Prevention of Significant Deterioration rules, and federal Accidental Risk Prevention rules and provides assistance to the Domestic Security Preparedness Task Force. She represented NJDEP at several regional groups including emission trading workgroups of North East States for Coordinated Air Use Management (NESCAUM), and Ozone Transport Assessment Group (OTAG). She is currently representing NJDEP in the CCPS Technical Steering Committee. She has a doctor of chemical engineering degree from New Jersey Institute of Technology.
