JSA’s should be performed for all work where a permit to work (PTW) is required. Some companies refer to this as Level
1. JSAs should be prioritized for all work meeting the criteria of a critical job and for which existing control measures,
such as current operating procedures and safe work practices, may be inadequate or do not exist. Team-based JSA’s
(referred to as Level 2) gather information from a broader experience base and therefore produce a better end product.
A Critical Job or High Risk Job includes one or more of the following criteria:
g Has a known high injury/incident rate.
g Has the potential to cause severe injuries/illnesses, damage to equipment or harm to the environment.
g Is a job without an approved procedure, which exposes personnel to hazards.
g Is a new process to the facility or is a process in which changes have occurred to the equipment/process or procedures.
g Is non-routine or infrequently performed
